San Diego police an officer was flagged down about the hit-and-run incident around 10:45 a.m. The suspect's vehicle was quickly located in a downtown parking garage where officers began receiving calls about a woman who was brandishing a gun.

The woman allegedly flashed a handgun at officers responding to the scene, before fleeing to the top floor of a parking garage.
